FALL CLEARANCE STOCK MARKET SALE: BARGAINS, BARGAINS, BARGAINS
Today, many stocks are not only undervalued, but almost cheap!  Within 30 days, we recommend full stock allocation. From a 12 month perspective, cash AND bonds will under perform stocks. Eleven out of our 12 AFUND GLOBAL 12 stocks are now rated long term buys. Some like General Electric [GE], are also strong positional trading buys with 20% expected profit forecast in under 90 days.

I do realize that October markets will be rough as global markets search for a bottom that may not hold into 2002. Nonetheless, before the end of year, many blue chip quality stocks will have appreciated 20% or more from current levels. Our forecast for 3Q 2001 GDP of –2% seems to be on target. Ironically, the remedy was provided by the 911 attacks on civilization.

Hundreds of billions of dollars will now flow into the US economy. Computer and Telecom spending will increase by billions due to WTC.  Dell is operating 24 hours a day to meet new created order demand. Do you think Oil stocks will stay down? We don’t. This fall sale has something for everyone.  There are high dividend stocks for long term investors offering more than 10% yields.  Even if cut, they should strongly outperform bonds and cash.
Our advice is to reduce cash exposure and be fully invested by end of October.

ARE MARKETS TARGETING THE OCT 98 LOWS: DJIA 7399, SPX 923 AND NASDAQ 1357?
Even if they do as they correct the Greenspan LTCM bailout mistake, you should be buying over the next 30 days.  The more risk you are willing to tolerate the sooner you should buy. Risk-adverse investors should wait until Mid-October before committing more than 50% of available cash. Don’t rush, but don’t be afraid to buy

NEXT ISSUE PANIC INVESTING and WILL OCTOBER BE THE CRUELIST MONTH?

KEYDATES:        September 23, 26, October 1, 2, 3
DJIA:                   8000 Support, R1 8400 R2 8500 R3 8800
NASDAQ:           1400 Support  R1 1450 R2 1500 R3 1600
XAU:                    Begin distribution
XOI:                     Begin long term accumulation

WSNW subscribers are advised to review weekly our AFUND GLOBAL 12 .
Now THERE IS LIGHT AT END OF THE TUNNEL Saturn-Opposition Pluto does end May 2002!
POSITIONAL TRADERS: Markets will be HIGHER in November than now.
INVESTORS: FALL 2002, the markets will be HIGHER than now.

2. We are happy to have bought IBM at 90.60 on Friday: we are holding long term for 120. GE is a positional trading buy to 41, as well as a long-term core holding until 45-50. Almost half the stocks we regularly monitor were upgraded last week, ranging from GE from buy to strong buy to Disney from Sell to market perform. Create a list of the stocks you always wanted to own and buy them as follows:
Aggressive accounts: 40% next week and then 20% a week for the next three weeks.
Conservative accounts:  20% a week for next five weeks.

3.  Dear Henry: a little lighter news to enjoy:
“If you bought $1000 worth of Nortel stock one year ago, it would now be worth $49.
If you bought $1000 worth of Budweiser (the beer, not the stock) one year ago, drank all the beer, and traded in the cans for the nickel deposit, you would have $79.
My advise to you is have more large parties.”
HW: Great advice, but remember the stock of Anheuser-Busch [BUD] closed at 40.40 Friday. One year ago it closed at 43. Compare this with the SPX close of 1449 and 965 and it just goes to show you can buy sin stocks in hellish times and have your cake and eat it too!

Despite experiencing many years of losses, I have long admired Lloyd's underwriters for insuring individuals against death or injury caused by a piece of disintegrating satellite falling from the sky. At Lloyd's: Heritage: Unusual Risks you can find insurance against two or more of your staff winning the UK national lottery and not returning to work.
Many banks will want Rogue trader coverage to provide cover for a loss sustained by a bank as a result of unauthorized trading which has been concealed by a trader or falsely recorded in the institution's records. The so-called 'rogue trader' cover extends to commitments in excess of permitted limits, trading in unauthorized instruments and trading with unapproved counter-parties.  However, what I believe investors really want is re-imbursement when your money manager under performs his/her benchmark!  However, if offered, Lloyd’s would be losing far in excess of current multi-billion dollar losses!
Currently the UK is increasingly attractive and we recommend raising global allocation of the FTSE 100 at current levels under 4500.

4. “Historical studies suggest the market goes down, then bounces back after an event like this.”
Edgar Peters, chief investment officer, Panagora Asset Management
HW: We agree it’s not different this time.

"The traffic may remain one-way in the short-term but after today the UK equity market will be more oversold than at any time since the crash of 1987."
Mike Lenhoff, chief portfolio strategist, Gerrard
HW: I concur, and believe that the next 30 days could be the best buying opportunity since then.

“Basically it's just an exercise in figuring out which stocks are people going to be kicking themselves over in a couple years.''
Kevin Landis, portfolio manager, Firsthand Funds
HW: Easy: just read WALL STREET, NEXT WEEK regularly for some of the best stock picks around.

5. Disasters Leave but a Small Footprint on the Markets .

Barron's: Market undervalued by 17%
HW: We think 8%, although markets seem certain to appreciate more than 17% from Friday’s close before the end of 2001.

“Please consider making a contribution and post this message to other appropriate listservers

HW: Like many New Yorkers, I contributed to it along with a special extra donation to the American Red Cross. I urge Readers to visit http://www.redcross.com and http://charitywave.com .

6.  READER: With the DJIA having breached 8500 and NASDAQ having breached 1492, what are the next strong support levels, in your view, for both DJIA and NASDAQ?
HW: 8000 and 1400.

READER: Off we go into the wild blue unknown (Boldly of course). Many people will "BULL" forward as an 'emotional' retaliation ... Such things as "don't let the ba... win! Let's kick some a ... and ... we'll just show these a ... who's the Daddy! will be part of this ... people doing their part in what they know how to do. Perhaps we may see many moving to foreign markets and products for security reasons. I was wondering what you thought about that?
HW: We were already moving out of the US dollar into European and Asian markets. 911, ironically, has made the US markets MORE attractive and we will be investing far more domestically because of it.

READER: This is one occasion when I sincerely hope that my stock forecast is dead wrong, but I am showing the NYSE (Comp and Dow-30) as continuing in a downtrend, which will culminate around September 25th.  Perhaps the downtrend will be shallow, with a bottom around the 25th.....one can hope ! Take care, and keep up the great work! (and we're all glad that you're safe)
HW: Pre-911, your work was spot on.  The Conference Board Confidence report is released on September 25 at 10 am.  Consumer confidence is one of four most watched economic indicators. The others are stock market prices, productivity and inflation.  Wednesday evening, as you know, Saturn goes Stationary Retrograde and everything may be different.

READER: Re: April lows are BROKEN!!! I think we should re-evaluate Saturn-Pluto's incredible effect and get newer GNP figures (maybe) in this weekend's newsletter. Hope you're having a good day (short I mean!).
HW:  We stick by our –2.4% (2.2 adjusted) figures. I am not short, but buying and ready to buy the many global stock picks that are finally bargains.

READER: Now we are moved from buy a stock at US mkt open (first day mkt resumed trading) to the stage of:
if you buy a stock now, sure it will be higher after 1 year....
HW: The Saturn/Pluto aspect series is over in May 2002. EXACTLY on September 11, 2002, Jupiter opposes Neptune- you can see that 200 point rally from here. Stocks will be higher one year from now for fundamental reasons as well.

READER:  You did suggest in the market commentary that margin calls could bring the market lower and sure enough today some family trust was forced to sell approx. 134 million shares of Disney @ $15. (below market value to institutions) due to a margin call... being newer at this it's hard to imagine what larger effect this will have on the market if more larger players are forced out like this... have you taken this fully into account into your calculations as we seek a stable bottom and new trading range?
HW:  Yes. I believe we are near an interim bottom (within 30 days). However, given war time, this may not be a stable bottom until after May 2002. Still, we are forecasting a Fall rally  and  are reducing cash in all investment accounts and will be fully invested before the end of October.

READER: I was just keeping a track of five of the largest American Defense Contractors to the PENTAGON, which are listed at NYSE - "BA", "LMT", "GD", "RTN" and "NOC". It is very interesting to note their price movements after Flight 911. Good medium-term investment opportunities lie here. Your comments, if any, on this sector - Defense Industry?
HW: Yes, in general these stocks will out perform during Saturn-Pluto cycle. Boeing, which is down, is our first choice as a long term investment because it is relatively the cheapest. That particular stock is down, but could be up 25% by late Fall.

READER: re: Red Cross banner on AFUND web site Congratulations for sewing the fabric of commerce (your web site) with action options to help in the long fight ahead.
HW: Yes.
