2. THE DECLINING US DOLLAR
We cannot warn too strongly, the US dollar is overvalued and will continue to fall over time. The US government PR machine has already begun to extol the virtue of a cheaper US dollar. Research beaten down US exporters and/or select blue chip European manufacturers, but there is no rush to buy.
Remember: U.S. corporate earnings are more likely to get worse, before getting better. Investors and analysts have yet to react to negative 3Qtr 2001 growth.
We continue to recommend 1) raising cash and 2) buying quality stocks having low analyst expectations.

ACCUMULATE QUALITY UNDERVALUED STOCKS
We were delighted to pick up UNDERvalued Nokia shares recently.  We hope to do the same for our DJIA favorite, IBM. IBM is a buy 98-102, but we will probably wait until the first two weeks of August, just in case we can get it even cheaper (95?). While I am now more bearish than bullish, my views are VERY stock driven, rather than broad market driven: Stock Picking counts! This is the first time this century value investors can buy and hold for the long term, a stellar global blue chip portfolio. Naturally, if you can buy cheaper than our numbers, do so. If you already own these stocks, you may consider doubling up or buying again for a positional trade.

2. “We have made a number of changes in our Canada 25 portfolio.  Several stocks have been deleted while additions include Bombadier (BBD.A-TO, MacDonald Dettwiler & Associates (MDA), Celestica (CLS) and Franco Nevada (FN-T).

CANADA FACTS:  Canada's crime rate fell for the ninth year in a row in 2000.  Canada is largely a peaceful nation with strong gun control laws and much safer than neighboring United States.  It is the number one foreign destination of American tourists, being clean, friendly and cheap.  Unfortunately, in winter, it is more than a bit chilly, with the exception of B.C.
Given our agreement with the World Bank that Canada will be the best performing G7 country in 2002, and that we expect its currency to appreciate between 2% and 4% against the US$, we plan to increase the weighting of Canadian companies in our portfolios.  We recommend intermediate term accumulation of stocks AFUND rated 1-2.5, as long as the TSE 300 remains in the 7000-7700 ranges.”

Last week Goldman Sachs lowered its earnings-per-share forecast on International Business Machines (IBM). Analyst Laura Conigliaro cut IBM’s 2001 EPS estimate to $4.60 from $4.73, and the 2002 projection to $5.25 from $5.45.  "Since the health of IBM's business is very much intact, we would view the inevitable reaction in the stock as a time to buy," Conigliaro said. We agree with the fundamentals of the forecast, but would refine the timing as follows: Buy over the next 10 days at 98-102 OB.
"The winners in our industry are going to be the services companies. As you think about the technology sector in 2002, you will not find a company with greater momentum than IBM."

HW: I am a believer. This sounds to me like the right kind of insider advice to me.

4. Forget about miniskirts and super bowl market indicators. CORPORATE JET policy is what the Astrologers Fund analysts watch. Markets react when companies announce changes in their corporate jet policy. For example, last Friday Lucent (LU) announced it was selling one of it corporate jets. What happened? Its stock rose 5% that day!

Did you know that American Express has introduced a Private Jet Charter Program for their Platinum Card members? This new benefit enables Card members to book private air charters that cater to their schedules and specific travel needs. So despite its quarterly profits tumbling 76 percent due to losses
in its junk bond portfolio and a sluggish economy, we are upgrading American Express (AXP) as an intermediate term buy at 36 OB, with an intermediate term target of 40 and longer term to 44.  However, should a “jet challenged” financial blue chip decide to bid for AXP, we could see 48-52 for the price of this planet ticket.

Rev. Hans Bok reported an apparent rash of suicides among Dutch farmers whose livestock were slaughtered to contain the foot-and-mouth epidemic earlier this year. One man hanged himself a day before his farm was to be cleared. Another died from poison. Trudy van Tuyll, a spokeswoman for the Foundation for Farmers and Cattle told of one truck driver from the eastern town of Kootwijkerbroek who committed suicide after he was ordered to transport animals to the slaughter house.  Bok said it was impossible to attribute all the suicides directly to the disease. "The epidemic could have been just the last straw."  All told 260,000 animals were destroyed at an estimated cost of 3 billion guilders to the Dutch economy.
Police declined to comment on the reports. Recently, the AEX was trading around our 2001 value target of 540.  So while the epidemic was declared officially over last month ago, we have decided to review ALL our AEX stocks this quarter with possible downgrades to hold from outperform for most except for the bluest of the blue.

HW: But I thought it was "different" this time?

6.  READER: PHM and CTX are looking very good.  I have on record that you see CTX at 52 in twelve months.  What are your short term and long term targets for these two stocks?  Right now after less than 8 weeks invested I'm at 15+% on PHM and 22+% on CTX.  Maybe its time to cash in and pick some other winners?
Also, STEM so far is holding its own on the political battle front and I have done well.  Are we all waiting for the big Bush decision?
HW: The answer depends on whether you are trading or investing. Certainly both building stocks are undervalued. On the other hand, you already have a profitable trade that could be sold or closely stopped.  As to STEM, we have traded this once to profit, rebought it, and are now waiting for the “Bush push” 8-10.

READER: What is happening to my Celsion (CLN)?
HW: Nothing seems to be particularly wrong with it, except its stock price. I still like it. If it is still down by Christmas, if not before, and there is no new “bad” news, I plan to add more to my positions.

READER: [RE: Nortel (NT)…if C$10/10.50 falls ->7.70 area. Nortel keeps experiencing bearish reversals - like today.
HW: I will be happy to begin accumulation in the C$10.50 zone. I don’t see the 7.70 target as realistic.  However, we are naturally waiting to begin AFTER B-Day.

READER: I do want to thank you for your website and it's information on it regarding IHI.…
HW: Excellent news. Its story keeps getting and better. I recently learnt that IHI* can build a commercial structure one floor a day, that is, a 30 story building can be built in 30 days on site, a 60 story in 60 days!  I am beginning to believe that their 10 year public goal of 1% of the world market may be far too conservative!
We are approaching the August/September time frame for IHI that we both see as astrologically very favorable…. I would be a very, very scared short.
