LET THE GOOD TIMES ROLL UNTIL WEDNESDAY OR
DON’T FIGHT THE FED; MARKETS LIKE TO CLIMB A WALL OF WORRY
Before last week, The Dow flirted with 11,000 four times since October
before declining. A breakout above 11,000 would show investors are confidant
that April's rally will continue. If so, to what level, and more important,
for how long? We recommend caution and raising cash levels.
We will discuss the details of our forthcoming move to the bear camp next
week.
The May 15 FOMC is the last KEY Fed move. [The June meeting will have far
less market effect.] For the longer term health of the US economy, we recommend
a .25 cut with a loose bias. However, 24 out of 25 top bond firms that deal
directly with the Fed in financial markets believed it will be .50 until last
Friday.
INVESTORS
If Alan does not lower interest rates, SELL! and raise substantial cash.
if Alan lowers 50, sell after the rally; buy on a pullback and then sell
again.
if Alan follows my advice and lowers rates .25, BUY the pullback.
TRADERS, however, should be prepared to both Buy and Sell shortly before/after
the news.

2. While bankruptcy attorneys will be in clover, look to accumulate temporary
employment service firms like Manpower (MAN) or Robert Half (RHI) that will
benefit from upcoming tough economic conditions. Man is an investing buy
circa 31 with a 9-12 month target of 38.

in 2001. Short term we rate it a trading buy until $3.00 with a 12-18

3. AFTER chronicling extraterrestrial activity for nearly half a century,
the British Flying Saucer Bureau [BFSF] has suspended its activities because
of an apparent sharp decline in the number of alien visitors to Earth. BFSF
used to receive at least 30 reports of UFO sightings every week, but they
have now all but dried up. Its monthly meetings have been cancelled after
a fall in attendance. Mr. Plunkett believes that there may be a rational
explanation for the decline in sightings. He said that perhaps alien visitors
had completed the survey of the Earth.
However, the travel industry is forecast to remain one of the future engines
of growth. Do ET's know something we don't? To be safe, we remain neutral

galactic marketing?
France's parliament recently lifted an outdated ban on women working overnight
shifts. Previously, France's work code stipulated that "women can not
be employees at any night job," though the rule was blatantly violated.
Under the new bill, women can work between the previously forbidden hours
of 9 p.m. and 6 a.m. But the bill suggests women should only work nights
in the case of economic necessity, adding that "resorting to work at night
should be exceptional," and undertaken only as a means to "assure the continuity
of economic activity." We think this bodes well for the future of French
corporations. However, we still see no special reason to invest here compared
to the harder working Dutch/German male and female neighbors.
4. “No one has jumped out of his or her office window on Wall
Street. Could it be that things are not really so bad, or that office building
windows do not open anymore?”

"Everybody is looking to see if the Dow can get through 11,000. We're
near some other key resistance areas: 1300 for the S&P and 2250 for
the Nasdaq. There's definitely a favorable tone to the market now."

"We could test the old lows. But we feel more confident that now's a good
time for long-term investors to take a look at their asset allocation. If
you wait until you're absolutely certain things are going to be better and
you know that we've reached bottom, chances are you will have already missed

6. READER: Why circa 2500 for NASDAQ interim peak?
HW: Like DJIA 10800, it is our year end trading target.
READER: I'd like your opinion on whether it might be a smart idea to exchange
some (or all?) AT&T shares for shares of AT&T Wireless Group tracking
stock? I just received the offer in the mail today, and was wondering if
you had any insight?
HW: AWE is worth about $5 while T is perhaps worth 15-30. Therefore, while
AWE may do better as a short term trade, T seems to be the better intermediate
term investment. I am electing to do nothing.
READER: I am interested in the gold channel, I have traded some options
and rolled stock my experience in trading as been on and off for about four
years. What do you recommend?
HW: If you are unsure, try gold for 3 months for $500, which is less than
the cost of one trade. Once you decide it is for you, then save money and
subscribe on a yearly basis for$1500.
READER: Perhaps overzealous investors will drive the NASDAQ beyond its
value, if even for a relatively brief time.
HW: It has been known to happen! Under “Don’t Fight the Fed”
and “Markets Climb a wall of worry” mantras, the markets could
be up for another 30 days or so, before........reality sets in. We will talk
more about this in the next two weeks. Still before 2500, protect!
READER: Any thoughts on Sovereign (SSS) since it got up to 25 today?
Do you think it's worth holding?
HW: We see it as worth $40. We will be holding it until much closer to
its value pricing.
READER: I have visited your site quite a bit in the past 3 months and
find it very informative... ihi.v interests me, when is this company starting
production? (I thought I read it was in June or August 2001, can you confirm,
thanks)I'm thinking of picking up 10,000 shares.
HW: They are currently in pre-production. Production begins late
this summer with FULL productions expected this Fall. For latest info,
see www.ihi.ca or call their investor relations dept at 1-800-838-8090. Naturally,
we still continue to like this company very much.
READER: Everybody is saying the NASDAQ is going higher, but it seems overbought
to me. I believe you said it should at least make it to 2250 by early next
week... and then look out! Is that still the plan?
HW: We begin looking out as soon as this Wednesday. We will use
trailing stops as we determine the rest of May.
READER: I'm starting to think this is an interim bear rally, i.e., only
the second leg up. I'm afraid the next drop could send us down (eventually)
to about 1100, especially if these rate decreases do not revive tech
earnings and there is no visibility until 2002. Do you still think that's
highly unlikely?
HW: I believe it will be hard for the market to break 1800 again,
just as I thought it would be hard for it to break 2200, 2000 and 1800 before.
1100 is not my bet THIS year.
