2.  Having cruised the Caribbean this past week, I am more in tune with Planter’s Punch than the world’s stock markets.  The key questions are: How long will US and world markets be under pressure and to what price targets.  Our belief is that in the short term the damage has been done.  We expect to see DJIA 10,000 and Nasdaq 2000 in short order. Thereafter, consolidation, followed by retesting in late April and May due to mediocre economic performance of many companies reporting in the next earnings round.

America's trade surged to an all-time high of $435.4 billion in 2000 as an increase in US exports failed to offset a huge rise in imports of consumer goods and oil. This trend, along with US declining interest rates, should be worrisome for long-term global investors in US dollars.

For the next few weeks, we recommend FULL investment in the major world stock markets.

3.  We have no new recommendations this week. We repeat a number of high quality tech stocks are good short term trades and longer term investments.

4. ITS WORSE IN TANZANIA.  If you are worried about the new US bankruptcy law, remember it could be worse, e.g., bad debtors will receive jail sentences in Tanzania so as to rescue banks from collapsing. The minister of Finance, Mr Basil Mramba, warned the government would no longer tolerate poor credit practices. He pledged his cooperation with banks to make sure that those who don't want to pay back loans receive jail sentences.  In the meantime, three favorite US financials, Citigroup, ( C ), American Express (AXP) and Bank of New York (BK) are on watch for possible upgrades, despite difficult economic conditions.

Brazil's currency, the real, is still near a two-year low against the US Dollar. Some analysts suggest Brazil’s central bank might not intervene because a cheaper currency favors Brazil's export industries.  Currently Brazilian corn is gaining an edge over U.S. grain.  Long the scourge of the U.S. soybean producers, Brazil has suddenly become the world's newest corn exporter. What else?  This could bode well for our three favorite Brazilian companies Companhia Cervejaria Brahma (BRHC), Petrobras (PEBRY), and Companhia Vale do Rio Doce (CVRD) which are currently rated “outperform” in emerging markets portfolios.

5. "I think we are way overdue for a rally."

“The near-term forecast remains neutral. However the outlook for the next six months to one year or longer is bearish.  Capital is continuing to pour out of the equity funds.

HW: Historically, we have been more right than the average bear or bull.

READER: What is it you are doing on topica.com?
HW: Our general mailing list is now handled by this list server.  This makes it easier for anyone to subscribe or unsubscribe as the desire may be. Wall Street, Next Week and other private lists are still handled in house.

READER: [Re: your Cisco should not break 18 ½ again by much on this run] into end of April, it will see 17.0625,16 5/8, 15.43 and 13 1/2 is possible for Cisco.
HW: If you are right, we are wrong. We shall see.

READER: How low can Nasdaq go?
HW: Short term 1800 and we have seen that. Worst case is 1500 and I don’t expect to see it this year.

READER: I thought it was common knowledge that aspirin was once a trademark, but went generic when their holder (Bayer AG) failed to defend them properly. Anyway, having just enjoyed a not bad Cuban cigar for the grand price of $4.69 Cdn, I'm quite happy we never stopped trading with this island paradise.
PS  Bayer itself is an interesting case. "Bayer Aspirin" is a valid trademark, but Bayer AG no longer owns it in the US. During WW I, the Justice Department confiscated it as "enemy property".
HW: Our comment was in our astronut column, which is not entirely serious, just as you are (not).

READER: I Saw your interview on CNNfn a few days ago. You came across strong and very well.
HW: Just plain cosmic sense (common sense plus astrology).

READER: IBM?? IBM?? I'll save this letter and mail it back to you a year from now. IBM is due for a huge fall, and, I would guess, so are you, if you insist on holding it.
