Last week was a difficult time globally. US markets broke to 1999 lows joined
by Index breakdowns for the AEX below 600, the FTSE below 6000, the TSE below
8000 and the NIKKEI 13,000.
This is why last week we suggested buying quality TMT stocks like CSCO and
IBM and “closing your eyes”. This week open them.
The question in investors’ minds is whether the US slowdown will be
ending. We do not think so, and expect that in late April and May the
markets will once again decline. Despite difficult astrological and economic
conditions, by the Spring Equinox March 20, we foresee a short-term recovery
for US markets. Traditionally, this is a strong seasonal positive due to strong
money flows of the US tax season as investors put tax free money in the markets.
For investors, it is time to “make hay while the sun shines.”
We are using this time to exit as well as enter positions. Safety will
once again be found in Value, while Technology stocks are best for trading
10-20% moves.
March 9, the day of the Full Moon, comes right after the planet Venus goes
stationary Retrograde. This begins an astrological countdown to March 20,
the day of the Vernal equinox, which is also the day of the next FOMC meeting.
All eyes will be on the Federal Reserve chairman Alan Greenspan. Will he once
again lower US interest rates? If he has not done so before hand, you
betcha!
When will the March rally begin- March 1 or March 24? Remember to
reduce holdings in TMT stocks after this rally, the major group we are trading
for the tax season. Afterwards and for longer-term investments, rotate
for Jupiter’s move into Cancer in July.
The US trade deficit rose 39.5 percent in 2000. This set the third annual
record deficit in a row for the past three years. International investors
would be wise to protect their US Dollar holdings.

3. The Standard & Poor agency's downgrade of Japan's sovereign debt
rating is a mistake and will have absolutely no effect on fiscal policy,
Finance Minister Kiichi Miyazawa said Friday. At long last, the Japanese
government is about to announce tough measures at the end of March to encourage
banks to deal with their non-performing loans. If so, this could be
a MAJOR BUY signal. The Japanese markets are also in their tax season period.
Long-term investors may wish to begin buying into this market upon weakness.
Sony (SNY) at 67 OB, MATSUSHITA (MC) at 19 OB. 12 month targets are 85+and
24+ respectively.
The Mexican IPC is at least 15% overvalued and will under perform global
markets with a US economic slowdown. Still, with Tex Mex becoming the
Bush party rage, we re-iterate our long term accumulate on Cemex (CV) for
spicy Saturnine portfolios. We like its international diversification and
good Dividend Yield. Buy 20 OB for a 12-18 month Target of 23 1/2.
4. The Latin American art market, already hit last year by a major drop
in prices, seemed to make a slight recovery in Miami last month, but experts
say it is still "rather unstable." The results of Gary Nader's eighth annual
Latin American, Modern and Contemporary art auction were a confirmation that
the downward trend in prices is the predominant climate in the market. If
ART IMITATES LIFE, then recent rallies in South American stock markets are
more opportunities to exit markets than to enter them.
Despite growing consumer demand for non-bioengineered foods, most US farmers
are not planning to segregate their biotech crops. America's biggest
farm customers, e.g. Japan and Europe, rightly question the safety of genetically-modified
crops in human food. Yet, 81 percent of farmers surveyed by Reuters
said they would not invest in testing kits, equipment or storage facilities
to handle and segregate genetically modified crops. According to Kansas farmer
Jeff X who grows Bt corn, "Sound science hasn't shown that there is any problems
with GM crops yet." Yet? Jeff, by the time they do find out, our kids
will be glowing in the dark. Bioengineered food is NOT necessary to feed the
world. It is an economic issue. Why else pay farmers NOT to grow crops? Unless
you have or regret not having Philip Morris in your portfolio, avoid buying
MON and ADM despite Jupiter’s forthcoming move into Cancer.

7. READER: What's happening to gold? Has it FINALLY become a relic of the
past? And in a related note, when is the US $ going to fall--if at all?
And will gold not move even in that event? I think gold is finally dead.
HW: The US dollar is below its 2000 peak and I believe it will continue
to drop over time. Eventually, this will be of some benefit to gold as well
as oil. This is one reason OPEC is now asking for a $25-28 Oil band instead
of $22-28. Despite current moves, gold has certainly lost some luster.
We reduced in half our gold portfolios over the last six months. We also intend
to review the rest this summer for fundamental values more than portfolio
defensiveness, despite my natural Leo predilections. On the bright side,
at least, gold as a trading commodity is livelier these days and Jupiter will
be going into Leo in a few short years.
READER: Could you briefly explain your tax season? I thought 31. December
was end of our tax year? What is the relevance of your next tax season you
are talking about?
HW: By April 15, US taxpayers file for calendar year 2000. In late
March and early April, last minute filers review their taxes and often make
a tax-free contribution to their retirement accounts. This seasonally
produces money inflows into the stock market that end shortly after tax season.
READER: I bought LU back in Oct. as a long term investment at your suggested
price of 21. Is your price target of 25 in UP/DOWN stars still apply
to this stock or should one short sooner. I'm beginning to worry about
this company after the recent news on their bad financial situation.
HW: Like you, I have held it. However, this was a mistake. What
to do now is troublesome. While much of the bad news seems to be built
in, it could go even lower. Currently it is a moderate trading buy,
but as it gets closer to 20 (if it does) we will review it. Contact us again
in mid-April.
READER: I know Lucent has Saturn opp. Sun this year - seems that is playing
out. Do you plan to hold it? How about the other telecoms given
that Saturn will be reentering Gemini and Jupiter didn't seem to help them
too much anyway?
HW: We were too early, but think many quality telecoms, e.g. CSCO, DT, MOT,
NT, are near bottom. Just as investors paid far too much, they are selling
now for far too little.
READER: RE: February 16 WSNW Alert 50 plus comments: I bought CSCO ($26.56)
and NT ($18.88) today as a longer term holdings. Are you recommending
not holding CSCO and NT longer than Wednesday or Thursday? Does the
upcoming sell apply to short term and long term positions? Thanks, you have
saved me more than once!
HW: WSNW Alert comments refer to short term trading. However, they are often
excellent times to buy longer term investing positions. We believe both
Csco and NT are NOW good longer term core positions.
READER: RE: Your 2/22 BridgeNews Interview: I agree with your analysis.
However one could witness NASDAQ below 2000 levels, this year.
HW: Yes, it could, but that is not our forecast. We will have to wait
almost ten months to find out if we are right.

HW: We then at least more than one person will be betting with me. This
should increase the odds of my being right! ;)
